I seem to be getting No Hot-linking errors when viewing the links (try imgur), either way, steam does really need a proper minimal skin.

Considering the amount of criticism the new Steam skin has received these last couple of months I have to admit that I'm a bit perplexed by the lack of replies to this thread. Not even negative replies!

Try to play around with it more. Maybe you can make something even better. Don't get discouraged, pick yourself up and try to make something even better. The greatest things in life don't always achieve greatness right away. You need to continuously improve upon your design and make it better. If it doesn't work maybe you can try to start from scratch. Sometimes doing something over again and rethinking how it is implemented can go a long way.

It sounds like you personally aren't the kind of guy who wants a really compact skin (and that's perfectly fine in my book), so I can understand that you don't see any benefits with my skinning project.
The downloads tab is only used during downloads, at which point you can access it by clicking "x items downloading". Therefore I removed the header to try to avoid clutter (ironic, isn't it?). "Tools" is a separate header readily available, which can be seen in 3 of the screenshots. Due to how the skinning system for the overlay works I've made it so that it works in every resolution from 1280x800 and upwards. I would love to make an overlay that fits my 1920x1200 resolution perfectly but that would break the overlay in all smaller resolutions. I'm not sure what you mean with the "ugly grey leftover box". If it's the background for friends, clock and achievements up top I agree that it needs more work. I have as previously stated not put too much time into fixing colours the way I want them yet.
