Video issues on multiple computers

I have two computers with the exact same hardware. However, on the second computer I have access to motion blur, multicore rendering (on games that support it), and very high textures. However, on this computer, I do not have any of those options. I can post a dxdiag of both computers if needed. The GPU I'm using is an ATI FireMV 2250 (not impressive I know) and the processor is an Intel Pentium 4. I have 2GB of RAM (if that makes a difference) and I'm running Windows XP on this machine and Windows 7 on the other.

You probably lack some video card drivers in this PC. You should update them.
