Character & skill points not receiving

I am on level 79, up until a few levels ago approxmately level 70 I stopped receiving points to apply to strengths, denfense etc. and points to apply to my skills.

Do you stop receiving points after a certain level or only get them every so many levels? do I have a glitch am I missing something, or not doing something right? Don't mean to sound dumber than a pocket full of rocks, I am confussed need some advice

Any suggestions on good spells
Presently using Devirsh, Silence,Retribution

Presently using Devastrate,Frost,Spectral Decay, Shadow armor, slash attack
