Steam processes/game remain active

Just wondering if anyone has experienced this.

I'll have been playing HL2 or Portal. I hit escape and quit the game. Everything seems normal, except my CPU temperature stays up, like the game is still running. I go to quit Steam but it says "Please quit 'game' before exiting." But there are no games running as far as I can tell.

So, I force quit Steam, and immediately my CPU drops in temperature and everything seems normal.

What's going on? Seems like quitting the game doesn't shut down certain processes associated with it, thus running the CPU as if it's in game. I think it might be a bug, but wanted to see if any of you are experiencing this. Thanks.

This happens to me every once in a while. Not too big an issue, but it is a little annoying.
