Can't change Oblivions settings

I have been trying to change everything but once i try in game it says to restart for the settings to take effect. There is also an option on the launcher that changes the settings but that doesn't seem to do anything...

Go into Documents/My Games/Oblivion and delete everything in there. If that doesnt help, go BACK into the same folder and try editing the options manually in the Oblivion.ini file.
