How to Install Mods onto Steam Oblivion?

Do installing MODS work any differently on the steam version of Oblivion?

For exmample, the gore mod, http://www.tesnexus.com/downloads/file.php?id=3990

How do I install it? When I click on Data Files on the launcher, it only says what I have on it already not, what to add more on to.

It can take a little while to learn how to use and install mods. The Mods FAQ is a good place to start.
