How do I install mods for Empire at War?

I and many others are attempting to install mods for Empire at War Gold on Steam, but cannot make them work or do not know how to make them work. I specifically wish to install this particular mod: http://empireatwar.filefront.com/fil..._English;94615

Does anyone know how to do so?
