Elections?

Im playing the scenario "reform", and things are going pretty well, however, i can't seem to have elections, which wouldn't be a problem, except that the scenario condition requires me to have at least 1, Its suggested that there is a way to disable or enable elections, but i cant find anybody who says how, and i cant find it anywhere in the game. help please!

There's a message telling you about this in the mission:

When you're ready for elections, go to edicts and activate "Early Elections". From then on, elections will proceed as per normal.

Alternatively, you can just continue playing, and in the last 4-5 years, a mandatory election will be triggered that you cannot avoid.
