BSOD and hard locked computer, Steam give refunds?

Does steam give refunds? I tried RO and had a BSOD on try one and a hard locked computer during second try at a practice game. Did see an overlay.exe error but system was locked so could not copy. I'm not an IT guy or computer programmer. Don't have a clue on how to fix this... Clearly don't want this program on my new computer if it doesn't work on XP...

Well, sorry for the first message, I was very frustrated that the game did not work for me. I tried a third time and was able to practice a bit before it locked up changing maps. Certainly has some possibilities for infantry fighting. Tank crews are hard to mimic in practice as can only perform one of the crew functions. Might be fun if one has an experienced tank crew and voice communications. How often does that occur on the servers?
