..Nevermind, I got it.

I set the WHOLE steam folder to non-read only. Which took awhile (around 40gb).

sory for bump old thread,,

but i found a REAL FIX for this,,

TRY to MOVE your GAmes Folder on Steamapps/common/'Game Folder' to somewhere,,

example: in steamapps/common/"grand theft auto iv"

first close steam client, then move the "grand theft auto iv" folder to somewhere, and then start steam again,
doing this will force steam to create new folder of your game, that fix the problem,,and steam will say "steam has finished download 'your game' or steam probably will continues your game update with no error anymore..

after this no more notification "download suspended/1 item paused" will change to '1 item complete' ..

after this just move back your entirely game folder to the new folder "grand theft auto iv"...

100% fix for me..

Thanks, worked for me.

Important note: Steam should create a few small files (which is what was stopping it before) so when you move back the rest of the directory, make sure you click "don't move" on the few files which Steam has newly added.
