Change my download region and have the game downloading at a reasonable pace as soon as it's released.

In Steam go to Steam (up top)>Settings then the Downloads + Cloud tab. Change the download region there. Experiment with different regions to find the best one.

Not necessarily, it depends on your speed and the load on the server you choose. Many people have reported more success with further regions. More populous places will be hit harder, thus slower speeds. Choose less populated regions and hope for the best. As for me, I just pick the closet to me, and I get pretty decent speeds.

Depends on the region. It works, but it's only good for getting around full steam servers

It also helps with near-full steam servers... You know, the ones where you're downloading like you're on a 56k connection...
