That's the highest I've seen it peak at.
I've noticed it seems to be increasing lately.

Especially when Publishers use Steam as their dedicated DRM (Dawn of War 2 series, Mafia 2 , Empire and Napoleon Total War, Just Cause 2, Modern Warfare 2, Metro 2033, RUSE, every other new release THQ game. Soon to be Black Ops)

Increases due to summer ending and a lot of new people using it due to sales, OSX support, or Steamworks titles.

I would say this more than anything. There have been a couple new releases that are Steamworks based title, so naturally the number will increase since many consumers who previously did not use Steam are forced to if they want to play.

Hopefully we will see some more titles as well as "back catalog" titles added in the months to come. And there is always the end of the year, (holiday) sale to look forward too.

(That is if there will be one again)

I know someone who claims he saw Steam peak at around 12 million at Half-Life 2's release. I laughed.

Don't worry, we're all just speculating. No-one outside of Valve's promotions department knows what the sales/promotions plans are, so, it's always wait-and-see.

Hah. Considering how glitchy it was at the time, I wouldn't be surprised if it showed something like that. Then again, did Steam even have an "active users" tracker back then? I don't remember.
