Buying multiple copies of Steam Games allowed?

To clarify - I have read this page -

So I am aware on know how this works for (say) a standalone HL2/EP1 purchase followed by a subsequent OB purchase but that's not what I mean.

I own a STEAM version of a game that I bought at full price. The game is subsequently put on sale at a reduced price.

I now want to buy several copies of the game at its reduced price with the idea of gifting them to people on special occasions - say their birthday, which might be weeks/months away. The game would not be on sale at that point of time.

Would be nice if this was allowed. At the moment it doesn't seem to be possible. I don't see why though.

Can't Valve offer a sort of "escrow" option to people who want to do this?

The only way round this I can see is to make up new accounts and buy the game and give them the account on the day but I am not sure steam allows this

WRONG.

simply buy the game as gift and send it to your own e-mail (maybe not the one connected to your steam account - simply make a new one on google or somewhere else).
as its not redeemed on steam you can give it to someone else (Steam->Games->Gifts and Guestpass) and choose an new email to sent it to.

are you from UK or US?

Yep, but this is not practical where the recipients already have a Steam account.

The only problem is juggling email accounts which is going to be a pain. Wish Valve would allow people do this using an "escrow" type system. That would be ideal....
