Can I get more out of this i7?

when ripping or using winrar it is at like 2-5% usage & all cores are doing jack. Since it still takes along time, can I use anymore of the cpu? shouldn't it be using 99% to get the task done asap?

confused.

Ripping is bottlenecked by the optical disk drive. I remember having a Pentium III 800MHz a good long ago, and while it didn't rip terribly slow, I then saw my parents do it on their then new 1.5GHz Pentium 4, and it flew in comparison. That's about as fast as I ever saw anything ripped. My later Pentium 4 2.8GHz Hyper-threading, AMD Athlon 64 3200+, and current Core 2 Duo E8600 @4.0GHz, don't rip anything much faster than that Pentium 4 1.5GHz did. Pretty sure we're long past CPUs being the bottleneck for ripping stuff.

As for Winrar, can't say (again, unless you're unpacking it from an optical disc).
