Help me out please?

Right now, I would like a better FPS, I think it has to do with my configuration but I don't know how to do any of that fancy stuff, I barely know the basics, if you would please help me out and post a good config for my current computer specs...

Compaq Presario CQ61
AMD Sempron(tm) M120 2.10 GHz Processor
2.00 GB of RAM
64-bit OS
Not sure on graphics card

I have a bit of lag in certain spots on maps

Example: I have lag at Mid on map De_Dust2 and also at CT Spawn Mid...
