Why does steam take so long to install?

I haven't had steam installed for a while, I just formatted recently and I finished installing all the normal stuff. I am installing steam now so I can start installing games. It's been 33 minutes and the steam updater is at 46%. I have a 22mbps connection why the heck is it taking SO long. Everything else on my net is fine. I am the only one on the network at the moment and as I said the net is fine and running at 100% speed.

Do you have enough HDD space? Do your hard drive old, dying, or just too fragmented?

Antec 1200 case (6 fans, 1 large, 3 dust filters)
CPU Q6600 quadcore (arctic cooling freezer)
GTX 280 1GB (MSi)
4GB DDR2 800mhz
300GB 10000RPM WD Velociraptor HDD
850Watt Gaming PSU

Room is kept air-conditioned and cleaned extremely well, PC is also cleaned often safely, PC is setup in perfect order for maximum cooling, no lose stuff anyway, all nice and neat.

CPU usage is almost nothing, ram usage almost nothing, CPU cores sitting at 20-25 degree's celcius, GPU is idling at 36 degrees celcius. I have an extremely clean PC (as I just formatted as well) but it is always kept at a minimal, I am very minimalist and I turn off everything for maximum performance...my PC boots up and finishes loading at desktop in like 12 seconds.

Speed test currently showing 22mbps down / 500kbps up.

It's downloading updates.

I am just using the one thats on the MW2 disc, maybe thats why.

It just randomly went from 58% to 100% finished randomly.

I don't understand this stuff.

Hmmm. So at last issue solved

The MW2's Steam installer dates back to 2009 Nov, so 1 years old. It does not have any updates released in this year, nor the UI update.

Next time download steam from the steam homepage and install from that archive.

CS:S Retail disk (at least mine) has a very old Steam installer, and the game installs from a different MSI, not inside steam like Orange box, MW2 and other does.
