Prepurchasing for a friend

I have a question about prepurchasing the game for a friend. He will recieve the tf2 if i buy the game for him?

Wait, do you mean if he will recieve the GAME Team Fortress 2? Then NO
If you mean the items, he won't get them unless he buys Team Fortress 2.

Huh?
1. If he OWN TF2 he get the ONE item, the poker hat.
2. If he DON'T own TF2, he get only the Poker Game.
3. If he OWN tf2 AND play a WHILE and WIN, the other Players will put their "SPECIAL" weapons/items (everyone got 1 so there 4 items+hat) on the table, if you win them, you get them in TF2.

He still gets the hat if he doesn't own TF2. It'll show up if he buys TF2 ltaer on.
