Where is the mine tower key?

I am near the mine that was blown up to force a cave in just before the black ring showed up. A guard at the gate told me that Guidmaster Williams was still in the tower and I could rescue him if I wanted to. All 3 doors into the tower are locked and can only be opened with a key. I have searched all over the general area and cant find this key, so where is it or how do I get into that tower?

You do this later on when you get your dragon form. I had trouble with this too
