Billing address you fill in must match your current location and the address associated with the payment method (in this case, Paypal account address)

My address on paypal would be the same as my steam address.

Yes or no?

steam bills paypal
paypal bills your credit card
paypal cares about your billing address
steam does not because they are not doing your billing

and note that fraud or rejections (after the transaction was approved)
will get your account locked

there are probably other 'proprietary' rules in play to prevent fraud,
because it is a huge issue for all online companies.

But I don't have a credit card. Will they bill me anyway when I still have paypal?

Wrong, billing address you supply to Steam must be the same as your payment billing address, so all three in this case must be the same.

You cannot get billed personally, they don't send invoices. Money is taken out of whatever payment method you use. If you don't have a credit card associated with your Paypal account, you need to transfer money into it before purchasing.
