Prizes: Each treasure hunt winner will receive the top five (5) games from his or her Steam Wish List. Grand Prize Winners will receive a Steam subscription to one hundred (100) individual games available on Steam as of December 20, 2010, as chosen by the winner.

They should be more specific with that statement cuz available on steam means that it also includes pre-orders though im not sure if they really let you choose pre-orders

Available in that sentence can mean two things. Available to PLAY right now, or available to PRE-ORDER right now. As long as it's on Steam, it should be fair game.

But neither Portal 2 or Brink are up for pre-order so I don't really care

In the previous wishlist sweepstake, pre-order items were allowed. If you could put it on the wishlist it was allowed. So I think it will be the same.

[In my opinion] it just means you have to select the 100 games right away - you can't 'save' the selections for the future and never buy a game again.

I think it is any game that has a Steam store page is up for grabs, any games that haven't been announced on Steam by the 20th of December are not eligible.

This^^

I'd imagine anything that's in the steam store as of the 20th will be available.
