I had the same issue and a google search led me to this thread. I checked the Unicode Language, and it was set to English, and really didn't want to resort to moving directories around like another member suggested, so just for the heck of it, I hit Pause/Resume on the download, and after 7-8 times, it started downloading again.
I installed 10 games on a new computer, and this happened while leaving the download overnight. 6 games completed, and 4 were partly downloaded, and "Suspended". Some were 99% through, and some needed 6 gig. The Pause/Resume trick worked on all 4. |

Umm, i got this solved. None of your suggestions didn't work for me... So i opened the "steamapps" folder, right click on the game folder and un-check the read-only box... There's probably a square instead of a check icon, you simply need to leave the read-only box blank. Apply it and go back to Steam downloads, if it says "SUSPENDED", pause the download and resume it again, then it should continue downloading. Dunno if this is helpful for u, but 4 me it was

Confirming kalakk's suggestion as the cause of my "download suspended" error. Although it said my game only uses 1.6gb installed, the download was actually 4gb so I had run out of space and not noticed. After freeing up some space my Steam download resumed automatically. A simple error from Steam would have been nice though.

You can also just delete the game from the library and reinstall it.

This is also caused when you run out of space on your drive - check you have adequate capacity for your download.

I got mine to work, I was downloading a game and it was 4,085.5 MB/4,085.5 MB. So I went to the game directory in SteamApps. and selected the folder, right click Properties, Check and Uncheck "Read Only". Do that for every folder and files in the Game folder. Right after I did that, my download c0mpleted
I hope this helps anybody experiencing this problem.
