config.cfg file won't reset? tried everything?

I tried everything I disabled Steam Cloud from Steam settings and deleted the config.cfg file from Application Support > Steam > SteamApps > username > counter strike source > cstrike > cfg then restarted steam and opened CS:S but the older config.cfg installs it self again in there. I even tried deleting the cfg file and still doesn't work. Its getting frustrated is there a different way to fix this?

Thanks for the reply I already tried that and I just tried it again but it only resets my display settings in CSS, it doesn't reset the config file.

Or you could use "exec lab" in console (Resets everything)

Then add this to launch options
"-autoconfig +cl_cloud_settings 0"
then run the game
exit the game
remove those from launch options
Then run the game again, then set your settings.
There you go. That should fix it.
