the local steam service is not running

Hey. I'm polish, and i don't know well enlish, but i'll try to write it well. when i'm trying to play counter strike or half life, there's an error:

Half-Life FileSystem_steam error.
Steamstartup(0xf0x12f960)failed with error 108: the local steam service is not running.

I know that there's propably the same thread, but i couldn't search it.

Could anyone HELP me??
and please don't confuse (0xf0x12f960)with (0xf0x12f74).

GOOGLE doesn't help.
