How do you use cheats in multiplayer?

I'm wondering how to use cheats in multiplayer, because my friends and I want to be able to use first person.I've tried using the "map lobby" command, but my friends aren't able to connect.

Is there any tried and true method to using cheats in multiplayer?

Could I possibly get a more in-depth answer? I am not very well familiar with dedicated servers. I have downloaded the Alien Swarm Dedicated Server tool and looked up several tutorials to create the server, but I do not know how to save the server to become permanent.

Possible "Idiots Guide to Dedicated Servers" please?
