Insert disk?

I bought COH: Gold Edition and it worked perfectly. However, after a clean install of Windows 7 on my computer, I found that I had forgotten my password/secret question. I figured that, since I purchased the game through Steam, it wouldn't matter whether or not I knew them and simply made a new account. I successfully linked the old Opposing Fronts CD key to the new account, and I can play that just fine. However, whenever I try to put the original Company of Heroes CD key on the new account, it says that I have to "insert the Company of Heroes: GOTY disk". I have no disk because I purchased the game on Steam. I would very much like to play both halves of my game.

I am also having this issue, are there any known solutions?
