Troops and Forts and not doing what they are told.

Has anyone had an issue with the Legions in forts not obeying commands? My problem is that in many scenarios and many forts when I select the Cohorts and click out on the fields to have them form up outside, the majority dont even move. Half the time they'll march right into their barracks.

This is troublesome because I have enemy legions coming to my city and though I could defend and repell them, I get crushed every time because most of my legions dont deploy and they get picked apart piecemeal.

Has anyone had this problem, or know about it? Is it a bug? Is it intended game mechanics?

This has happend with a single fort, with multiple forts and in several missions. This has happened when my happiness is high, low and inbetween. Do soliders run on the same work/rest schedule as civilians? Halp.
