Securom Error 7000

I have had GTA4 since the last New Years sale. I took a break from playing it a few months ago. When I went to try and play it today, I couldn't start the game. Securom told me that it couldn't initialize a security module, and gave me error code 7000. It seems to have something to do with virtual CD drive software, so I uninstalled WinCDEmu and restarted. Tried again and got the same error. I have been working on this issue since last night and so far nothing seems to work. I have tried the Securom diagnostic tool, removing the IE9 beta, reinstalling the game, and a few workarounds. So far nothing seems to help. Any ideas?
