Angry why Steam cant install games to other drives from root install

Why steam can not instal games from root instal to another drives ?
I mean i have steam installed on C:\ But i need to install some games on D:\ . Reason is because i have on my SSD (C) BFBC2 and have no more room for other games. It would be great to install games on D. Dont understand why it is not possible.
I understand that steam need Steamapps but why can have 2 Steamapps?
