Does not launch - "requires steam to run"

When I launch the game using Steam, it gives me a screen saying it needs Steam to run (though Offline Mode is fine) and I should hit any key to return to the desktop.

Tried both in online and offline mode, neither work.

go to the steam settings for the game and use the "verify integrity of game cache" tool. this worked for me (and or defrag the cache files)
