ETW: Battle Setup glitch

I am currently trying to play through the short Road to Independence campaign, but have run into a big problem. Whenever I decide to manually fight a battle, the game will automatically start the battle without allowing me to setup my troops in the areas that I would like them to be. The pre-setup screen will flash for a split second when the battle loads up, but will proceed to start the battle automatically.

Has this happened to anyone else? If so, did you fix it, and how?
