I think if you're in the UK you can under the 'Sales of goods act' - the product has to be fit for purpose (which it isnt).

It will be interesting to find out.

No Steam do not do refunds, please see what it says under the support article "Buying Games through Steam".

As with most downloadable software products, we do not offer refunds for purchases made through Steam - please review Section 4 of the Steam Subscriber Agreement for more information.

An exception is made for games purchased during a pre-order period if the request is received prior to the games' release date.
Though some users have reported being able to receive refunds before in rare cases, so you mays well contact support as at the very worst they can only write back and say no

However, as it states under part 14 - this may not apply under some EU consumers (as in the UK .. and others). In the UK the Sales of Goods Law is statute and as such cannot be overridden by 'agreements' as they are in the US. So as I said before, if you bought this in the UK then if the game is not 'fit for purpose' you should be able to demand a refund (or demand that the game be fixed) under the Sale of Goods Act.
