Removing Steam Access To Other Users On My Computer

How do I remove steam from other users on my computer? In other words, I don't want steam to load or show itself on their accounts. I'm the administrator and want it on my account only.

Can you block it for them somehow? Like parental controls or something?

I can block access in properties. Yes, just did it, thank you. But what I'd really like to do is eradicate it entirely from the other users on this computer so I'd be the only account that the program loaded on. Period.

Uh, can you even do that? It's on your hard drive so you can really only block access right?

That's what the permissions are for. Deny everything to all users except for yourself and take ownership.
