this is mostlikely a steam problme rather than one from 1C.

in steam change the download region, restart steam and see if this solved the problem. (steam -> settings -> downloads + cloud -> download region)

if this doesn't solve your problem, exit steam and delete the ClientRegistry.blob which you can find in the Steam install folder. then start steam again and try to start the game.
