Steam compatibility mode error

Randomly, Windows 7 said it detected the steam service wasn't working properly so it switched it to compatibility mode.

How do I fix this?
I see nothing related to Steam in HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers
,
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Compatibility Assistant\Persisted.
,
or HKEY_LOCAL_MACHINE

and it's not in compatibility mode in properties

if you make compatibility for any game exe file you get same error
and you will check wow64 branch
