I want to buy multiple packs of the Terraria 4-pack, but it won't let me, since it tries to register one of the copies to my account automatically.

This appears to be some scheme where you are crazy and don't like money.

Please fix this so I can give you more money.

If you have any family members, use their account and buy a 4 pack that way. Or have a friend that really trusts you enough to let you login to his account. But I suggest not to do that at all until Valve/Steam figures out a way to buy multiple 4 packs.

I gave my family members the 4-pack gift coupons. I am prevented from giving Steam more of the extra money that I've got laying around to give to Steam.

Same here... I own dogfighter and I keep trying to give steam my money to buy the fourpack and give away copies to friends.... but steam doesn't want any more of my money either.
