HELP:Persistant LAG in MP, other games run fine.

SPECS:
AMD Athlon2-X2 duel core @ 2.70Ghz
2x2Gb (4Gb) Super Talent DDR2 RAM @800mhz
GeForce 440 GT - 1024Mb (Driver ver.= 8.17.12.6724 )

My computer runs games great. Crysis 2 included.
And YES my drivers are ALL up to date.

Running BlackOps @ 1440x900 (i went through other resolutions, didnt effect performance negatively at all to have it at this rez)
With :
AAx" "=OFF
Graphics=low
Sync every Frame=OFF
Shadows=OFF
B.Impacts=OFF
ShadingWarmer=OFF

I get a consistent 50-70 FPS but then it LAGS SO BAD, reading good FPS in the corner but jumping at a couple frames per second for 1 or 2 seconds.
my FPS is set to = /com_maxfps 85
My PING is <100, usually around 80-

SO WHATS THE PROBLEM? ALL the servers are doing this, Im pretty good with tech and hardware, but this is something I must ask for HELP with.
I play Crysis 2 SP, but for my MP fix I NEED BLOPS! MW2 I got 200+ hours and I just started playing my Blops account I bought months ago, waiting to feel satisfied with mw2 before moving on to a new commitment lol.

You need a quad core from AMD basically lol

Would be cheaper to buy call of duty 4 and modern warfare 2, both gradually getting players back as the black ops fans are getting fed up with it, mw2 averages more players than blops now and cod4 is certainly filling up a bit aswell, hell even world at war is getting more populated. about the only thing treyarch did right.

Yea I play mw2 MP everyday. My GPU is not weak lol its just not super powerful. My bandwidth and clocks are good enough, plenty good enough for low settings and my res isnt 1440, its 1280xwhatever.
And the PC im building will have a Phenom x4 3.0ghz in it, already ordered it. My processor may be under min req but with RAM & GPU should make up diff for now, with the low game settings I have.

I would argue that his GPU is actually under min requirements. Once you go under x60 on the NVidia line the power of the card goes WAY down the drain.

lol my buddies Acer $700 gaming laptop has a Radeon 5650 HD 1gb GPU with better specs than mine! AND hes rockin' a Phenom x4!!
