In your Windows folder. (I am unsure of where they go on Mac/Linux, sorry.)

The latest Steam beta update reintroduced the crash bug for me, I'll try and go through renaming files and seeing if I can't diagnose which one did it this time.

Try renaming "friendpanel.layout" (found in .../Steam/skins/PixelVision/resource/layout) to "_friendpanel.layout". With any luck, your freezing will come from that file as well. If it doesn't solve it, have a looksie at post #708.
