Weird swimming bug in the Warrens

Hello! Like the title says, I've been having a glitch at the very start of the second part of the Warrens that's making it impossible to proceed.

It's right after the drop into the under-water room, there's a short circular tunnel which leads into an open room with a ladder leading out of the water to the left, and spinning blades of insta-death. Now, the issue is that as soon as I enter that circular tunnel section, I lose the ability to move, as if my character was stuck on an invisible item. This leads to a slow, inescapable float to the death blades

I couldn't get a regular shortcut to work (Steam link is using the refid url thing) so I can't use the console, so I'm stuck and at a loss.

Any suggestions on a fix?

Flip the no clipping tag so that you pass through the object.

How do I go about doing that without being able to access to console commands?

open steam, right click and select properties of VTMB and use the "launch options" - just add the "-console" command there. when you next launch the game youll have acess to console.
