Dedicated server fails to start

Windows 7
Installed dedicated server via Tools section in Steam. When I start the server, it loads up and shows the srcds GUI, but when I try to issue any commands in the console:
] users
Can't 'users', not running a server

It's upsetting that there is absolutely no documentation on the developer's website, but I'll take help from anywhere I can get it. Has anyone successfully started a dedicated server?

The problem is that the server is not loading the selected map for some reason.

Type map divine_cybermancy (if you want to play the campaign, that's the lobby where you select who's save will be used) into the console after you've started it, and it should work.
