Can't complete 301 act 2: no flint paper

Well title pretty much says it all, i need to get the item from momma bosco, can't find flint paper anywhere. I've talked to pretty much everyone and gone in and out of stinky's so many times. I even restarted the game and gone back but I still can't find him. I looked up multiple guides and they seem to imply that he's there as soon as you go in.

Bug or am i not doing something right? I've loved the series so far but this is really making my first season 3 experiance sour.

He should be sitting at a table in stinky's... idk why he wouldn't be there... try using future vision on the tables and stuff, that might trigger something.
