What constitutes paper being "expensive"?

In the first game, Payne keeps mentioning that notes are printed on "expensive paper". What can that be? Like a 25˘ piece of paper?

You have never seen expensive paper before?
They can run into tens of dollars for 1 piece!!
Usually, that is like finely hand made paper, and scented with certain flowers scent.

It is, a waste of money.

It's also usually nice and thick and will often have a watermark placed on it of the maker

(yeah watermarks used to be actual marks made with water :P )
