Steam.dll missing?

"The program can't start because Steam.dll is missing from your computer. Try reinstalling the program to fix this problem."

I have re-downloaded, re-installed, verified the game cache, updated, ran in compatibility mode, and ran as an administrator a DOZEN times. Same issue. I do not have this problem with any of my other games.

Windows 7 Home Premium 64-Bit
AMD Phenom II X4 Quad ~2.8Ghz
ATI Radeon HD 6850

I have this same problem, only I'm running an old Windows XP 32-Bit with some cheezy Graphics card... but I should be able to run it considering I can run Half-Life 2 and Portal!

Try copying the Steam.dll from your Steam folder into you Arx Fatalis folder. (copy and paste, not cut and paste)
I'm not saying it will work, but it might.

This did the trick. Thanks for helping me save a game I've been wanting to play for a year!

FWIW, I'd recommend against copying steam.dll and rather suggest that you set your search path instead.
