Steam can't connect to your computer for some reason. Check your connections and firewall.

Too bad the first step to playing in offline mode is "Start Steam online". Meaning it won't help you right NOW, when Steam is down.

edit: I haven't been playing games in the past couple hours, but it seems I cannot launch them. So nevermind I guess. I still have access to friends and community though it seems.
