Steam.exe using too much CPU

When I have steam open and am looking at the Library steam.exe is using ~25% of the CPU, in Store ~12%, in News 8% and in Community ~18%. It finally drops to 0% in small mode, but periodically spikes upto 5%

System details:
i5-2500K @4.6Ghz
8GB Ram
GTX 460Ti
Win7 Ultimate 64bit

I have googled this and it seems this problem has occured before but none of the soulutions seem to work(short of uninstalling steam, which I am not keen to do). I'm not entirely sure how long this has been happening for, I only noticed it because the task manager was open due to problems with the Red Orchestra:HoS Beta. Although this isn't actually causing a problem yet I would like to know how to fix it.

Well, it could be you have too many friends in Steam Community. Do you have "Automatically sign into Friends when i start Steam" selected in Steam settings, friends tab?

Yes, and disabling the ingame overlay. No change.

But, did you uncheck that option? or just disabled "Enable Steam Community In-Game"?

Yeah, I don't normally have the auto sign in on. I did check it though (incase steam had decided to switch it on).
