Can't connect to Steam account.

A little bit ago, I deleted every file in my Steam folder (except steamapps and steam.exe) as an attempt to fix a problem with a TF2 program I use to edit videos and such.

After doing so and restarting my computer, I attempted to launch Steam so it will update and so I can obtain the files I deleted.

When I launch Steam, I put in my log-in information as normal, and I get a pop up error similar to the error you get if you put in the wrong information, except this time it says

Steam is having trouble connecting to the Steam servers.

Normally, I would understand what this error is telling me, except only this time around, it's making no sense. I can connect to my other account perfectly fine.

Is Stream really going through some sort of maintenance and it's only affecting some accounts, or is something wrong with my specific account? I need some help, it's sort of urgent.

EDIT: When I first launch TF2, instead of immediately entering my information, I try to change my password from there just in case I somehow forgot my password. I choose "I know my account name" and insert said account name, and for some reason it's telling me that account name doesn't exist, yet I just Googled it and it's there.

On the top right it says, "kirbycommft's account" with a drop down box for options. And this is where it gets pretty weird too. I can log into my account on websites that prompt me to like TF2lobby, or just Steam's website in general, yet I can't on Steam itself.

First, ensure you have not got anything on this list installed/running:
Steam KB/FAQ: Programs Which May Interfere with Steam
Go into the Steam folder. See if there is a file called "ClientRegistry.blob". If so delete it:
Steam KB/FAQ: "ClientRegistry.blob" File.
Next, restart the PC into "Safe Mode with Networking":
Microsoft FAQ: Start your computer in safe mode
Then <Right-Click> "Steam" icon, select "Run as Administrator".

Does it connect?

I did everything you said, and it still gives me the same error, but I can still log in to my other account just fine. No connection errors or anything.

I also edited and added in stuff to the original post.

I'm getting this exact same error, and I can also log into my other account. I guess we just wait it out...

Adding on to what I edited into the OP, I tried selecting "I don't know my account name" and checked the email I received containing my account name. It was exactly the same, but I copy/pasted it into Steam and it gave me the same error as well.

I went onto my other account and tried adding my main account via name and it said my main account was added.

Yeah, sounds to me like we're having the exact same problem. I hope this gets fixed quickly...

Yeah, it's really annoying. I edit videos for TF2 and I was asked to make one tonight, and I've been planning all day on everything I wanted to do, etc. And now I can't

For a second I thought my account got disabled or something, and I panicked. At least I'm not alone here!

Whenever I try to log in, my community page states that I was just logged on. So it's definitely authenticating, just not connecting. WTF?

Mine says I logged in over an hour ago even though I just tried to on Steam.

I'm getting a similar sort of thing.

When I connect to Steam, I log in okay, but at the steam interface it thinks that there is no connection to the internet. I can download games okay, but they won't show up in the downloads tab as downloading, and I can't access my friends list or sync games with the cloud.

And yet, another account on the same computer has none of these issues.

That sounds more like an individual computer problem, which isn't what we're experiencing. My account won't log in on my main computer, laptop, or roommate's computer, but all other accounts work fine.

I'm having this error too. Never had it before.

edit:
I downloaded and installed the latest steam client manually and now it works.
