Thumbs up Steam Wallet Gift!

I would like it if steam would allow u to gift steam funds to fellow steam friends. I know i could use pay-pal but it would be nice if one of my friends was in need of 5-10$ to buy this certain game if i could buy him the steam funds and send it to him as a gift.

Question

This is from the STEAM® SUBSCRIBER AGREEMENT "Steam Wallet funds have no value outside Steam and can only be used to purchase Subscriptions and related content via Steam (including but not limited to games offered on the Steam Store)." SO i don't see why they would not have the option to gift or even to be used in a TF 2 item trade the $ would stay in steam and everyone would benefit especially Steam.

Yes I really want the ability to trade Steam Wallet Funds through Steam Trade. That way its safe, secure and within Steam.

When the trading update got released, one of the Valve devs mentioned that they're looking into adding Steam Wallet to the trading system.

But you can't redeem Steam Wallet funds for real money, so it's no different than spending that money on a game that you then trade away.
