Civ 5 won't play offline or Verify integrity of memory...

Unable to connect to the Steam network. 'Offline Mode' is unavailible because there is no Steam login information stored on this computer.

is the error i get when i try to connect steam to play civ 5 offline mode. when i try to very mem cache, it fails to verify then downloads a file and repeat...

Steam is in need of an update, I have the same when I close down steam in a faulty way. When I try to run steam in offline mode it says the same thing.
Connect to the net and download the update and u should be fine.
