Whats the max Unions you can make?

I've been using hte trainer only to allow maximum Unions and Units and it seems to be crashing at 8 unions. Anyone else experience this?

I think the max is actually 5.

No i mean i was using a trainer to manipulate the game into allowing you to make 9 Unions however it only seems to work to 7
