Serious problem, help?

I'm playing a Redguard, and all one-handed weapons have ♥♥♥♥ like a -20 damage penalty on them. I have no active effects that would cause this, and it's really annoying because I'm trying to make an assassin character.

Can anyone help?

UNLESS I have a disease that doesn't show up on my active effects.
