How many skill points are required to unlock first perk?

... in each skill tree?

I'm just wondering because it won't let me unlock the first smithing perk for some reason... It doesn't state a minimum, but still won't let me unlock it.

Having levels in smithing is not the same as having skillpoints. Your skill level is your proficiency, your skill points are points you get each time you ascend a character level.

Well whatever you want to call them... I can't unlock the first teir of smithing.
